4.         To approve and sign the minutes of the previous meetings

·         It was proposed and seconded that the minutes of the 11 February 2019 be approved and signed.  All in favour.


5.         1.         Correspondence/Emails/Finance

·         Email received from B&NES regarding Rural Transport distributed to all councillors.

The Clerk attended the Parish Liaison Meeting and was able to report that a Rural Transport Group will be set up consisting of parish councils, B&NES, Community Transport and bus service operators to discuss and try to resolve this matter.  The Clerk confirmed she had put Compton Martin Parish Council’s name forward as a parish council who would like to be involved.  No further action will be taken until after the elections and the first parish council meeting in May.

·         Letter received from Kevin Rose, Internal Auditor, regarding the commencement of the parish council’s internal audit covering the Annual Return for 2018/19.

The Clerk was able to confirm that a letter had now been received regarding the internal audit, signalling the start of this process.

·         To receive dates of meetings for 2019/2020

Dates of meetings were distributed.


·         Community Awards – February 2019

The Clerk was able to confirm that both candidates attended the Community Awards Evening at Bath & North East Somerset. 

·         To receive in draft the Payments and Receipts Account for 2018/19

The Clerk distributed the Payments and Receipts Account for 2018/19, excluding the final bank interest payment for March.

8.         To receive Updates from Working Parties

            1. Coombe View and The Batch

·         To receive an update regarding the grass cutting arrangements for 2019/20.

Confirmation had now been received from the contractor regarding the cutting of the grass on Coombe View and The Batch, as discussed and agreed at the last meeting.  A local garden maintenance company have approached the parish council. This matter to be placed on the agenda for April 2019. 

            2. The Pond  

·         Dates have been suggested for the cutting of weed for May and provisionally September. 

            3. Highways



·         To receive an update on tenders sent out regarding work to bus shelters

Two quotations have been received for the above mentioned works.  It was proposed however, that because of the cost of this work and the probability that the work will take place after the elections in May it would be better if discussion and agreement should be delayed until the April meeting, when more councillors will be available. This proposal was seconded and all were in favour.




8.         To receive Updates from Working Parties


·         To receive an update regarding the painting of the Village Pump

A questionnaire was sent out to all members of the parish council email list asking for views on the colour for the pump.  Four options were given.  Option D was the most popular.  A quotation to paint the pump had already been accepted some time ago. Discussions will take place with the contractor and an update given at the April meeting.

·         To consider the work cutting of the hedge and verge from Mendip Villas to Leamon Cottage.

The Parish Council have always been responsible for the twice yearly cutting of the hedge and verge from Mendip Villas to Leamon Cottage.  Until there is movement regarding the development of this land, this hedge and verge remains the responsibility of the parish council.  The clerk will speak with the landowners and report back at the next meeting.

            4. Broadband

Following on from the last Parish Council meeting and discussions with Gigaclear, it was reported that the parish council had received some positive feedback from parishioners. Gigaclear are now working hard to make sure the community are looked after whilst works are being carried out.

A draft agenda was issued and councillors will contact the clerk with any comments.

10.       Planning Applications


1.         To consider and comment on the following B&NES Planning Decisions received:


  1. 17/00075/FUL – Land between Leamon Cottage and Mendip Villas, The Street, Compton Martin.  The erection of 10no dwelling houses, including access on to The Street, 24no of street parking spaces, and associated soft/hard landscaping.  – Revised Landscape Proposals – PENDING
  2. 18/02543/FUL - Chew Valley Lake Walking and Cycle Trail for walkers and cyclists around Chew Valley Lake (including associated engineering works) NOW AMENDED SUCH THAT THE EASTERN SECTION AND SOUTHERN SECTION ARE NOW EXCLUDED FROM THE APPLICATION.  PERMISSION NOW SOUGHT FOR NORTH-WEST SECTION ONLY.   Applicant – Sustrans Limited – PENDING
  3. Fairash Poultry Farm, Compton Martin Road, West Harptree.  Variation of condition 2 of application 17/05748/FUL (Conversion and part demolition of redundant poultry sheds to form 2 no live-work dwellings and associated access and landscaping works (Resubmission)

(NB An extension to respond to this consultation has been received) - PERMIT



10.       Planning Applications


2.   To receive a report from the Planning Working Party and consider their recommendations regarding the following Planning Applications.


  1. Application No: 19/00582/TCA Tree Works Notification – Beech Tree Crown Lift and Crown Reduce.

·         It was proposed and seconded that the parish council support this application.  All in favour.


  1. Application No: 19/00598/TCA Brid House, The Street – Goat Willow – Repollard.  Leylandeii Group 1 – Reduce.  Leylandeii Group 2 – Remove

·         It was proposed and seconded that the parish council support this application.  All in favour.


  1. Application No: 19/00750/TCA – Ivy Cottage, Rectory Lane – Cypress, Silver Birch and Cherry – Fell.  Apple – Crown Reduce and prune

·         It was proposed and seconded that comments only be made particularly regarding the felling of the Cypress, Silver Birch and Cherry.  The Parish Council were not aware of a report from a suitable tree specialist, and in the absence of such a report was not in a position to support the felling of these trees.  The Parish Council was able to support the reducing and pruning of the Apple.
