1.         To receive and accept apologies for absence

2.         Receive comments from the public

To receive a short 10 minute presentation from Ben Stevens, Community Engagement Officer,

for Gigaclear, Martin Brown, Project Manager, Telent and Maddie Clark, Gigaclear Project



3.         Receive declarations of interest in the agenda

·         None


4.         To approve and sign the minutes of the previous meetings

·         It was proposed and seconded that the minutes of the 21 January 2019 be approved and signed.  All in favour.


5.         To receive an update on the current Short Term Parish Councillor Vacancy and to receive and agree a recommendation from the Chairman regarding a formal appointment.

·         The Chairman confirmed that there were two applicants for the vacancy.  Councillor Moore along with The Chairman met with each applicant.  At the meeting each candidate had been given the Code of Conduct.  Both were very strong candidates bringing with them different strengths and skills. 


Councillors agreed they would be happy to take a recommendation from Councillors Jurkiw and Moore. 


Mindful of the fact that the parish council has lost a planning and HELLA skill, and that the vacancy is for a short term period, ending in April 2019 the recommendation from Councillors Jurkiw and Moore would be to offer the position to Paula Walton who as an architect and would be able to bring a specific skillset to the parish council which may well be needed in the next few months.


It was therefore proposed and seconded that the short term vacancy be offered to Paula Walton.  All in favour.

The Chairman thanked Terry Maggs for his interest and was glad to know that he was prepared to stand for election in May.


6.         The new Parish Councillor to sign the Declaration of Acceptance of Office.

·         Paula Walton signed the Declaration of Acceptance of Office.


7.         1.         Correspondence/Emails

To consider the email received from Bristol Water with regard to the moving of the interpretation sign at Herriotts Bridge to a new location.

·         It was proposed and seconded that the Clerk email Bristol Water their approval of the moving of the interpretation sign to a new location and to the draft sign itself.   The Clerk was asked to enquire as to the logic of removing the litter fining sign. All in favour.

8.         To receive Updates from Working Parties


            1. Coombe View and The Batch


·         To receive an update regarding the grass cutting arrangements for 2019/20.

Due to difficulties in finding companies wishing to tender It was proposed and seconded that the Clerk email the original company wishing to tender with a view to a one year trial period.  All in favour.


            2. The Pond


·         It was proposed and seconded that dates are organised for a weed cut in May 2019 and a provisional date agreed for September 2019.  All in favour.


            3. Highways  


·         To receive an update on tenders sent out regarding work to bus shelters

It was reported that tenders were currently being discussed further with the companies involved and this matter will be placed on the agenda for the March meeting.

·         To receive an update regarding the painting of the Village Pump

It was proposed and seconded that the Clerk send out a notice via the email list asking parishioners for their views on the colour to be used to paint the pump.  All in favour.  This matter to be placed on the agenda for the March meeting.


4. Broadband


·         Nothing further to add at this stage.


9          Annual Parish Meeting


·         To confirm a date for the Annual Parish Meeting to take place in April 2019.

It was proposed and seconded that the Clerk book the Village Hall for the 24th April 2019.  The Clerk will confirm the date and place the format for the Annual Parish Meeting on the agenda for the March meeting.



10.       Planning Applications

1.         To consider and comment on the following B&NES Planning Decisions received:


  1. 17/00075/FUL – Land between Leamon Cottage and Mendip Villas, The Street, Compton Martin.  The erection of 10no dwelling houses, including access on to The Street, 24no of street parking spaces, and associated soft/hard landscaping.  – Revised Landscape Proposals – PENDING


  1. 18/02543/FUL - Chew Valley Lake Walking and Cycle Trail for walkers and cyclists around Chew Valley Lake (including associated engineering works) NOW AMENDED SUCH THAT THE EASTERN SECTION AND SOUTHERN SECTION ARE NOW EXCLUDED FROM THE APPLICATION.  PERMISSION NOW SOUGHT FOR NORTH-WEST SECTION ONLY.   Applicant – Sustrans Limited – PENDING


2.   To receive a report from the Planning Working Party and consider their recommendations regarding the following Planning Applications.


  1. Fairash Poultry Farm, Compton Martin Road, West Harptree.  Variation of condition 2 of application 17/05748/FUL (Conversion and part demolition of redundant poultry sheds to form 2 no live-work dwellings and associated access and landscaping works (Resubmission)

(NB An extension to respond to this consultation has been received)


·         It was proposed that seconded that the parish council have no objection to this planning application.  All in favour


11.       To receive reports from Councillors who have attended outside meetings and dates of future outside meetings.


·         The Clerk will attend the Parish Liaison Meeting on the 20th February.


12.       To receive an update from District Councillor Victor Pritchard

·         The B&NES budget has now been considered at Cabinet and it is expected that an increases of 2.9% with a further 1% to cover adult social care will be ratified shortly.  No information regarding the police funding has been received as yet.
