MINUTES OF COMPTON MARTIN PARISH COUNCIL MEETING

HELD ON THE 10 JANUATY 2022 AT 7.15 P.M.

The Chairman Chris Craig opened the meeting and signed the Declaration of Acceptance of Office.

 

1.     To receive and accept apologies for absence

All the Councillors were present.

 

2.     Receive comments from the public

A member of the public attended the meeting with few queries including: if the Parish Council would coordinate the organizing of a community event for the Queen’s Platinum Jubilee; Traffic calming signs for Undertown Lane; and it was pointed that a parish resident will be celebrating his 100th birthday next month.

 

3.     Receive declarations of interest in the agenda

Councillor Freeman declared interest in agenda item 18.

 

4.     To approve and sign the minutes of the previous meetings

It was proposed and seconded the minutes of 11th October 2021 Parish Council Meeting be approved. All in favour.

It was proposed and seconded the minutes of 8th November 2021 Parish Council Meeting be approved. All in favour.

 

5.     Dial a ride Grant Application

As in previous years the Parish Council has received an application for a grant from Midsomer Norton & Radstock Dial A Ride Community Transport. It was proposed and seconded the parish council approve the payment of the grant. All voted in favour.

 

6.     Finance and Payments

1.     Update from finance working party.

The finance working party has met at the end of December, discussed the Budget for   2022/2023 financial year and the Precept. Also looked at the current accounts of the council and the CIL funds, which the council holds.

 

2.     To receive confirmation that Bank Reconciliations covering September - December 2021 have been signed.

The clerk confirmed that the Bank Reconciliations covering September 2021 – December 2021 have been checked and signed.

 

3.     Review of the Multipay bank card usage and schedule of set up Direct Debits.

The clerk confirmed that a direct debit has been set to pay for the monthly Zoom charge from the council’s Multipay bank card, which bank card itself is paid off by direct debit from the council’s current bank account.

The Internet Banking Policy of the parish council has been updated to include the usage of the Unity Bank Multipay Card. After its review it was proposed and seconded to approve the updated Policy. All in favour.

    

4.     To review and approve the following payments made in December 2021.

The council reviewed the following payments, which were made in December. Due to the December Parish Council meeting been cancelled the payments, which were mostly contractual and some of them been agreed at the November parish council meeting, have been made. It was proposed and seconded and all councillors agreed to a true record.

7.     Budget for 2022/2023

1.     To receive Payments and Receipts Account to 31 December 2021.

The Payments and Receipts Account for the period 1 April – 31 December have been received and reviewed by Councillors. There were no comments or queries.

2.     Budget monitoring report for 2021/2022.

The Budget monitoring report has been circulated prior to meeting. It was confirmed the Parish Council’s spendings to date are within the Budget.

3.     To receive and agree any changes to the 2022/2023 Budget from Finance working party.

The Finance working party had considered the draft Budget proposed on their 20th December meeting. There were few minor changes which have been communicated to all the Parish Councillors prior the Parish Council meeting.

4.     To confirm changes to Budget for 2022/2023.

The final figures for 2022/2023 Budget were discussed and the Parish Council agreed to the changes proposed.

 

8.     To formally agree the 2022/2023 Budget

It was proposed and seconded that Compton Martin Parish Council formally agree the 2022/2023 Budget. All voted in favour.

 

9.     To consider and formally approve the Parish Precept for 2022/2023

The Parish Precept for 2022/2023 was discussed and the Parish Council agreed that the Precept should remain at the same level as last year.

 

It was proposed and seconded that the Parish Council formally approve the Parish Precept for 2022/2023 at £18,000 and the clerk sign the B&NES Parish Precept Requirements for 2022/2023 to that effect. All voted in favour.

 

10.  Highways

1.     Highways Infrastructure report

It was reported that some road works took place on Highfield Lane and most of the problematic hedges have been cut. The highways working party to monitor and contact the highway’s inspector regarding further improvements.


             2.     Street weed treating update

B&NES has removed weeds from The Street and some of the footpaths going through the village.

 

3.     Community Speed watch Program in the Village

The Speed watch working party is in correspondence with the local PCSO and the road traffic management officers to implement the speed watch programme in the village, but it is in urgent need of volunteers to participate in the Community Speed watch Scheme.

 

4.     Community Speed watch Flyer - to inform and seek volunteers

It was proposed and seconded the flyer to inform of the scheme and seek volunteers to be printed and distributed after retrieving quotes for the print work. All agreed.

 

11.  To receive an update regarding the current vacancy.

It was reported that some talks took place with the interested to be a councillor parishioner, and he agreed to be included in the highways working party instead of becoming a full member of the council. He will help with the infrastructure reports on the highways.

No other interest has been received regarding the current vacancies on the council.

The Councillors have been encouraged to share ideas for a recruitment event.

 

12.  The Pond

1.     Signage on the Pond – quotes for the making of the sign by the Pond have been received, the parish Council to consider them at the next meeting in February.

2.     Weed clearing quotes – The current contractor to clear the weeds in the Pond has increased its prices for the next financial year. It was proposed and seconded that the Parish Council accept the quote and continue working with the same contractor. The increased price has been included in the Budget for 2022/2023.

 

13.  Defibrillator – no update for this meeting.

 

14.  Community Infrastructure Levy (CIL)

·       CIL Annual Report for the financial year 2021/2022 has been submitted to B&NES and placed on the Parish Council’s website.

·       CIL leaflet – no update for this meeting.

 

15.  To receive an update regarding Coombe View – there are no further developments. Coombe View to remain on the agenda for February meeting.

 

16.  To receive further updates regarding:

1.                 1.  Village Hall Committee - Planting of tree in Memory of Chris and Rosemary Preston. Update from the Village Hall Committee regarding the planting of the tree in memory of Chris and Rosemary Preston is expected for the February meeting.

2.     The Climate and Nature Emergency Group – the cook book – no update for this meeting, talks between the Parish Council and the Climate Group to be held before the February Parish Council meeting.

3.     Parish Councils Airport Association – awaiting decision from the inspectors.

 

17.  Update on the quotes for a new website

The clerk confirmed there were two quotes received and a third one expected the following week. All the quoted to be considered at the February Parish Council meeting.

18.  Mendip Orchard – further actions

It was proposed and seconded the Parish Council proceed with making a formal complaint regarding the B&NES planning department response and handling of the case with Mendip Orchard and particularly its frontage.

19.  Clerk’s Report

The clerk reported on the completion of the FILCA qualification and sought approval to sign up to undertake ILCA at next opportunity.

21.  To receive a report from the Planning Working Party and consider their   recommendations regarding the following Planning Applications.

Proposal: Pop-up ceiling vaults with roof lights, new garden door, replacement of all existing windows and bigger garden-facing windows, new pergola, new garden studio in place of existing pergola and internal rearrangements.
Application Status: Pending Consideration

 

Compton Martin Parish Council considered the above Planning Application.

It has been proposed and seconded that the Parish Council SUPPORT the application and request the applicant is mindful of the dark skies policy and potential light spillage.

Address: The Beeches, The Batch, Compton Martin, Bristol, BS40 6JB
Proposal: Erection of double-storey side and rear extension.
Application Status: Pending Consideration

 

Compton Martin Parish Council considered the above Planning Application which is broadly in line with the policies and aspirations of the Neighbourhood Plan.

It has been proposed and seconded that the Parish Council SUPPORT the application with the following comment:

We would request the applicant is mindful of the dark skies policy and potential light spillage, when specifying internal and external lightening and their timing and management.

 

 

22.  Update from District Councillor Victor Pritchard

The District Councillor Victor Pritchard reported on the development of the Chew Valley Recreational trial and the three months road closure of the Walley Lane by the Chew Valley Lake.
