  • A comment was received regarding The Ring O Bells. 


3.         Receive declarations of interest in the agenda 


·         PS declared an interest in Agenda Item 9.3


4.         To approve and sign the minutes of the previous meeting


·         It was proposed and seconded that the minutes of 12 November 2018 be approved and signed.  All in favour


5.         Correspondence and Finance

·         To consider correspondence received from:


o   Ring O Bells Compton Martin

Correspondence was received from the Licensees of The Ring O Bells after the November 2018 agenda had been set.  It could not, therefore, be discussed as a formal agenda item at the November Parish Council meeting.  Councillors were disappointed that the Licensees of the Ring O Bells were not able to attend the December meeting.

For clarity the Chairman pointed out once again that the Parish Council do not have any powers or authority in matters such as changing the direction of traffic, safety measures to be put in place for events and licencing and therefore were not consulted either by B&NES or The Ring O Bells Event Management Team in respect of such matters.  B&NES are solely responsble for the approval of Temporary Traffic Resulation Orders and for setting the costs of such Orders.

Councillors felt that the use of the social media site belonging to The Ring O Bells to wronly accuse the Parish Council of having prevented the fireworks dislay was inappropriate and resulted in the Parish Council and individual councillors being targeted by misinformed third parties.  It was noted that the post continued to be displayed on the social media site belonging to the Ring O Bells, despite much of its content being inaccurate.  It was disappointing that this post had not been taken down by now.

It was proposed and seconded that the Parish Councill will not respond to the communications received from the Licensees of The Ring O Bells because the issues were fully aired at the previous Parish Council meeting and because the minutes of this meeting should help clarify what role the Parish Council has in respection of permissions required for events which The Ring O Bells wishes to organise.  All in favour.

o   Councillor E Taylor – Resignation

On behalf of the Parish Council AJ thanked Councillor Taylor for her tremendous work she had undertaken and wished her well for the future.

The Clerk will notify B&NES of her resignation.   This item to be placed on the agenda for January 2019.


o   Letter received from B&NES re Precept Requirements for 2019/20

A letter from B&NES regarding precept requirements had been distributed to all councillors and this item will be placed on the agenda for January 2019.


·         To receive a Receipts and Payments Account to 31 November 2018.

6.         Midsomer Norton, Radstock & District Dial a Ride

·         The Clerk was able to confirm that a parishioner of Compton Martin does now use the Dial a Ride service on a regular basis.  It was proposed and seconded that a grant of £50.00 be paid to this service.  The Clerk was asked to request further literature when writing enclosing the cheque.  It was further proposed that the cheque be raised immediately.  All in favour

7.         Joint Spatial Plan

·         A letter from Lisa Bartlett regarding the JSP was circulated to all councillors.


8.         Planning Applications

1.         To consider and comment on the following B&NES Planning Decisions received:


18/02027/FUL – Land between Leamon Cottage and Mendip Villas, The Street, Compton Martin.  The erection of 10no dwelling houses, including access on to The Street, off-street parking and associated soft/hard landscaping.  Applicant: Freemantle Developments (Compton Martin) Limited – PENDING 

·         Councillors were concerned at the lengthy delay with this particular planning application and VP agreed to investigate and report back at the January 2019 meeting.


18/02543/FUL - Chew Valley Lake Walking and Cycle Trail for walkers and cyclists around Chew Valley Lake (including associated engineering works) NOW AMENDED SUCH THAT THE EASTERN SECTION AND SOUTHERN SECTION ARE NOW EXCLUDED FROM THE APPLICATION.  PERMISSION NOW SOUGHT FOR NORTH-WEST SECTION ONLY.   Applicant – Sustrans Limited – PENDING



2.   To receive a report from the Planning Working Party and consider their recommendations regarding the following Planning Applications.

·         None received at the time of publishing this agenda


9.         To receive Updates from Working Parties

            1. Coombe View and The Batch

·         To receive an update on quotations received

One quotation had been received and one other withdrawn.  The quotation received was very much in line with costs previously paid except that the grass cuttings will not be taken away.  Councillors were not happy with this situation and the Clerk was asked to go back discuss this matter.  The Clerk to report back at the January 2019 meeting.


            2. The Pond

·         To receive an update if necessary

The pond had settled down well after the recent removal of weed.  The Clerk was asked to write and thank the parishioners who donate the Christmas tree on a regular basis and also the foliage and ribbons decorating the pond railings. 





            3. Highways

·         To receive a report regarding work required to the two bus shelters the Parish Council have responsibility for.

A report had been compiled looking at the work that is required to bring both bus shelters up to an acceptable standard.  It was agreed that tenders should be sent out in order that costs can be discussed at the February 2019 meeting.




4. Broadband Working Party

Because of a number of serious issues which had arisen, resulting in damage to gas pipes and electricity wiring work had been delayed and will not now be completed until after Christmas.

The Chairman will write to the organisations concerned with these works to express the parish council’s concern.


10.       To receive reports from Councillors who have attended outside meetings and dates of future outside meetings.

·         CIL Training and Update – Thursday 6 December – CC and PS

It was clear that any CIL monies received will take the parish council into the large council bracket for audit.  The council always budgets for an external audit.  Changes to the rules relating to CIL monies paid was noted.


11.       To receive an update from District Councillor Victor Pritchard

·         VP reported on further savings which have to take place.

·         Clean Air Consultation

·         B&NES is a leading authority in recycling
