MINUTES OF COMPTON MARTIN PARISH COUNCIL MEETING

HELD REMOTELY ON 20 APRIL 2020 AT 7.15 P.M.

The Chairman opened the meeting by confirming The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 (“the 2020 Regulations”) came into force on the 4 April 2020.

 

The 2020 Regulations enable parish councils to hold remote meetings (including by video and telephone conferencing for a specified period until May 2021)

 

Compton Martin Parish Council will be using ZOOM.

 

There were no requests from the members of the public to bring queries forward to a public participation session.

 

 

1.         To receive and accept apologies for absence

·         Apologies were received from District Councillor Victor Pritchard.

                       

2.         Receive declarations of interest in the agenda

·         None

 

3.         To approve and sign the minutes of the previous meetings

It was proposed and seconded that the Minutes of the Parish Council Meeting held on the 9 March 2020 be approved and signed.  All in favour.

 

4.         Emergency Scheme of Delegation as a result of the Coronavirus Regulations

It was proposed and seconded that the Emergency Scheme of Delegation be approved and signed as a result of the 2020 Regulations. All in favour. Copy attached to these minutes.

 

5.         Payments

6.         To receive Updates regarding: (All reports submitted are attached to these Minutes)

 

  1. Grass cutting arrangements

A written report had been submitted by PS with regard to the new contractor appointed.     

  1. The cutting of the hedge and verge at Leamon Cottage.

Further to the report submitted by PS confirmation was received that a conference call will take place shortly.  An update will be brought to the parish council at the May meeting.

  1. The treeworks at Coombe View

It was confirmed that the cheque to MTL had been cashed.  Until the lock down due to the Coronavirus Pandemic had been lifted further work on the tree stumps could not take place.  It was proposed and seconded that the work on the tree stumps on Coombe View be put on hold until the lock down had been lifted.

  1. The newly formed Climate and Nature Emergency Working Party

A further email had been sent out to members of the newly formed Working Party to confirm that new ways of working were being looked at with a view to trying to split people in groups in order to pursue different avenues.  It was reported that two members of the Working Party had joined a Tree Planting Group actively pursuing tree planting in the Chew Valley.

  1. The Coronavirus Support Network in Compton Martin

It was felt this network was working well and positive feedback had been received.  A discussion took place regarding the need for a further letter to parishioners.  Those actively involved will agree how best to proceed.  

  1. PCAA

It was proposed and seconded that a response be sent to the PCAA confirming Compton Martin Parish Council agree the draft response to North Somerset’s consultation regarding their Local Plan 2023-2038.

 

 

7.         Planning Applications

1.         To consider and comment on the following B&NES Planning Decisions received:

      20/00747/TCA Tree Works Notification in Conservation Area – Streamside, Mill Lane, Compton Martin.  Reduce back selected branches of Eucalyptus, Hazel and Maple. Applicant – Edward Mann. – NO OBJECTION

·         20/00801/FUL – Chew Valley Hire Woodwick Farm.  Replacement of self-contained dwelling and extension of existing office unit following the demolition of a residential mobile home and stables. Applicant Mr H Wilson – PENDING CONSIDERATION

 

2.   To receive a report from the Planning Working Party and consider their recommendations regarding the following Planning Applications.

 

  • 20/01218/FUL – Greenacres Farm, Bristol Road, Compton Martin, Proposal for a retrospective stable conversion to a garage/granny annex following extant planning permission re 04/00747/FUL – Mr Hanna

 

It was proposed and seconded that the recommendations put forward by the Planning Working Party to object to the above planning application be approved.  All in favour.  The letter to be sent to the B&NES Planning Department is attached to these minutes.

 

3.  Local Plan Partial Update and Draft Statement of Community Involvement   

It was proposed and seconded that the responsibility for reviewing the Local Plan Partial Update and Draft Statement of Community Involvement is passed to the planning working party.  All in favour.

It was further proposed and seconded that the authority for reporting back to B&NES by June 1st is delegated to the clerk.  All in favour.

It was agreed that this approach will allow the Working Party more flexibility to be able to communicate via e-mail, phone, Zoom etc. without needing a formal parish council meeting to be arranged. This would include communicating with and taking input from other councillors who are not members of the WP.

 

8. CIL Payments

·         No further payment due to be received until June/July 2020

 

FUTURE MEETINGS AND EVENTS – Cancelled for 2020

 

·         Annual Parish Meeting Scheduled for Wednesday 29th April 2020

·         Annual Footpath Walk to incorporate the Great British Spring Clean.

·         11 May 2020 – Annual Parish Council Meeting

 

It was proposed and seconded that the Annual Parish Meeting scheduled for Wednesday 29th April 2020 and the Annual Parish Meeting scheduled for the 11th May be formally cancelled.  All in favour.

 

It was proposed and seconded that the Annual Parish Council Meeting scheduled for the 11th May 2020 be replaced with a REMOTE PARISH COUNCIL MEETING, commencing at 7.15 p.m. All in favour.

 

The meeting closed at 7.53 p.m.
