Chris Craig opened the meeting by paying tribute to Mike Sinden who was the Parish Clerk for a number of years.  Sadly Mike recently passed away.  Parishioners of Compton Martin will remember him for his work on both the Parish and Parochial Church Councils. One of the major projects he worked on was to assist the Parish Council when it was decided to develop a pavement through the village. This was a very successful scheme which parishioners continue to benefit from today.

It was proposed and seconded that both the minutes for the 9 December 2019 and the 13 January 2020 be approved and signed.  All in favour.


5.         Correspondence/Emails/Payments


·         Great British Spring Clean – 20 March – 13 April 2020

It was proposed and seconded not to formally sign up for this initiative but to place this item on the agenda for the March meeting and incorporate this issue with the Annual Footpath Walk. All in favour.


·         West of England Bus Strategy – Consultation Document

The Clerk was asked to email the organisers of the consultation that it is likely that Compton Martin will not be in a position to respond by the deadline, but will be responding as part of their newly formed Climate Emergency Working Party.

6.         Resignation of Councillor Halling-Brown


·         To consider the resignation of Councillor Halling-Brown and procedure for filling the vacancy.

o   The Chairman was asked to write a letter to Councillor Halling-Brown on behalf of the Parish Council thanking her for her services. The Clerk will start the procedure for filling the vacancy with effect from May 2020 and will place this item on the agenda for the March meeting.


7.         To receive Updates from Working Parties


1. To review the Working Party structures and to confirm the appointment of members.

·         This item will be placed on the agenda for the March meeting.


2. The Pond, including the Pump, Coombe View and The Batch

a)      To receive an update regarding the grass cutting arrangements.

·         Nothing further to report at this stage.

b)     To receive an update regarding the painting of the Village Pump.

·         The Clerk confirmed that the Parish Council had received the sum of £500 awarded to Compton Martin through the Ward Councillors Empowerment Fund.  Councillors thanked District Councillor Pritchard. It was confirmed that this amount is to assist the Council with the refurbishment of the pump and that the contractor is hoping to start works in the spring.


c)      To receive an update on the cutting of the hedge and verge at Leamon Cottage.

·         It was reported that as part of the ongoing development the hedge at Mendip Orchard had been moved back.  Councillors will look into this matter and report back.


d)     To receive an update regarding the treeworks at Coombe View.

·         The Parish Council has now received the necessary permission from Natural England in relation to bats to allow us to proceed from 1st March and so the Weeping Ash and the Common Ash located on Coombe View, which are suffering from Ash Dieback, are both now planned to be felled during the week commencing 2nd March. Traffic management will be in place and there will be restrictions on pedestrian access as well to ensure the safety of everyone.

Part of the conditions for the tree felling is to provide two bat boxes. The Parish Council has agreed to provide four as part of our commitment to improving local biodiversity. The plan is for these to be put up on 21st February.

Replacement trees will also be planted as part of the planning conditions. The exact plans for this are still under discussion but we hope to be able to plant before the end of March.


            3. Highways  

·         Receive an update on

o   Highway issues

The Clerk was able to confirm that an email had been sent regarding parking on the triangle.  She will deal with the kerbstone and issues relating to The Wrangle through B&NES.


4. Climate Emergency

·         To receive an update on the public meeting held on the 4 February 2020

The public meeting took place in the School Room and was very well attended.  PW explained that the event was based on the One Planet Living Process and JT reported on one idea covering a village orchard.  It was pleasing that there were a number of volunteers wishing to assist the Parish Council on the working party and the next step is to contact them with a view to meeting again with the ultimate aim of producing an action plan.


8.         Planning Applications

1.         To consider and comment on the following B&NES Planning Decisions received:


·         Proposed Diversion of Public Footpaths CL7/9 and CL7/10 – Compton Martin – THE ORDER HAS BEEN MADE TO DIVERT.


2.   To receive a report from the Planning Working Party and consider their recommendations regarding the following Planning Applications.

·         None received at the time of publishing agenda


9.         CIL Payments

·         To receive an update

No further payments received and members of the CV Neighbourhood Plan Steering Group were still in discussions with B&NES regarding a Memorandum of Understanding.  To date the discussions are disappointing. It is hoped to achieve a decision by April.


10.       Parish Council Airport Association

a)         To receive an update on the PCAA Meeting held on the 23 January 2020

PS attended the above meeting and reported in writing.  The decision regarding the Bristol Airport expansion planning application was being considered by North Somerset on the 10 February.


11.       April 2020 Parish Council Meeting and Annual Parish Meeting

·         To change the date of the April Parish Council Meeting which falls on Easter Monday and agree a date for the Annual Parish Meeting in April 2020.

The Clerk was asked to re-arrange the April Parish Council Meeting.  The 6 April was the favoured date.  The Clerk was asked to book the village Hall for Wednesday 29th April for the Annual Parish Meeting.


12.       To receive reports from Councillors/Clerk who have attended outside meetings and dates of future outside meetings.
