DRAFT MINUTES OF COMPTON MARTIN PARISH COUNCIL MEETING

HELD ON 8 OCTOBER 2018 AT 7.00 P.M.

1.         To receive and accept apologies for absence

·         Councillor K Moore – due to work commitments

2.         Receive comments from the public

Public Participation Session

The Public Participation Session provides an opportunity for members of the public to raise questions about and comment on items on the agenda.  Time for this session is limited to 10 minutes (three minutes per person)

·         Comments were received regarding Gigaclear

                                                               

3.         Receive declarations of interest in the agenda 

·         None received

                                                                                     

4.         To approve and sign the minutes of the previous meeting

·         It was proposed and seconded that the minutes of 10 September 2018 be approved and signed.  All in favour

 

5.         Correspondence and Finance

·         To receive a Receipts and Payments Account to 30 September 2018.

·         To receive an update regarding the B&NES Community Awards Scheme

The Chairman has now written to Mrs Palmer and Mr Owst informing them of the Parish Council’s nomination.  The Clerk will send the nomination form off during October.

·         The notes of a meeting regarding Stowey Sutton Quarry were distributed for information.

·         It was agreed that Compton Martin Village Hall is the ideal venue for a polling station.

6.         To receive a report from Councillor Chapman regarding the herringbone wall by the police station which is in need of repair and to agree how the parish council would like to proceed with this matter.

            This matter was discussed.  It was not clear to councillors who owned the wall in question.  B&NES would have to be asked to repair this wall and due to monetary constraints it would be unlikely to be approved.  Councillors were therefore not in favour of taking this matter further.

 

7.         Planning Applications

1.         To consider and comment on the following B&NES Planning Decisions received:

 

18/02027/FUL – Land between Leamon Cottage and Mendip Villas, The Street, Compton Martin.  The erection of 10no dwelling houses, including access on to The Street, off-street parking and associated soft/hard landscaping.

Applicant: Freemantle Developments (Compton Martin) Limited – PENDING

 

18/02543/FUL - Chew Valley Lake Walking and Cycle Trail for walkers and cyclists around Chew Valley Lake (including associated engineering works) NOW AMENDED SUCH THAT THE EASTERN SECTION AND SOUTHERN SECTION ARE NOW EXCLUDED FROM THE APPLICATION.  PERMISSION NOW SOUGHT FOR NORTH-WEST SECTION ONLY.   Applicant – Sustrans Limited - PENDING

 

18/03651/TCA Leamon Cottage, The Street, Compton martin.  Lawson Cypress – Fell – NO OBJECTION

 

2.   To receive a report from the Planning Working Party and consider their recommendations regarding the following Planning Applications.

 

1.         18/03301/FUL – Mr Dave Wiltshire – Removal of a wall between driveway of property and highway (Mill Lane)

            It was proposed and seconded that the Parish Council support this planning application.  All in favour.

 

8.         HELAA

            To receive an update regarding this matter.

ET was pleased to report that the HELAA documentation had been submitted and acknowledgement of receipt of the documentation received from B&NES.

 

9.         To receive Updates from Working Parties

            1. Coombe View and The Batch

The Clerk confirmed a notice to tender for grass cutting on Coombe View and The Batch had been placed on notice boards, the parish council website and in the Link. 

           

2. The Pond

It was agreed the cutting of the weed in the pond will take place on Sunday 11 November.  Cheques were raised and the Clerk will place the payments on the November agenda.

           

3. Highways

            The Clerk confirmed blocked drains and the sign on The Batch had been reported.

 

4. Broadband Working Party – To receive an update on the Gigaclear Public meeting - 12th September 2018

The public meeting was well attended and gave parishioners an opportunity to speak to Gigaclear personally. Issues in Mendip Villas had been reported and were being dealt with.  No response had been received from Truspeed to the Chairman’s letter.

 

5.  Finance Working Party – meeting to be held before the Scheduled Parish Council Meeting in November in order to assist with the preparations for the budget for 2019/20.

 

6. Footpath Walk - Report

ET confirmed a report had been compiled and it was proposed and seconded that the report is sent to B&NES as soon as it is completed.  All in favour.

 

10.       To receive reports from Councillors who have attended outside meetings and dates of future outside meetings.

 

·         ALCA AGM – Saturday 6th October – JHB/JG

The Clerk attended the ALCA AGM.

 

11.       To receive an update from District Councillor Victor Pritchard

            Victor Pritchard reported on:

·         CURO – arrangements had been made for Victor Pritchard to meet with the director this week.

·         Clean Air in Bath – B&NES will be consulting on this matter

·         Boundary Changes 

 

12.       Future Dates of Parish Council Meetings all to be held in the Village Hall at 7.00 p.m.
