MINUTES OF COMPTON MARTIN PARISH COUNCIL MEETING

HELD REMOTELY ON 8th March 2021 AT 7.15 P.M.

The Chairman opened the meeting by confirming The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 (“the 2020 Regulations”) came into force on the 4 April 2020.

 

The 2020 Regulations enable parish councils to hold remote meetings (including by video and telephone conferencing for a specified period until May 2021)

 

Compton Martin Parish Council will be using ZOOM.

 

1.         To receive and accept apologies for absence

·         Councillor T Maggs (TM) Vice Chairman - due to work commitment

·         Councillor P Walton (PW) - due to work commitment

           

2.         Receive declarations of interest in the agenda

·         Councillor P Shipman declared interest in item 17 point 2

 

3.         To consider items put forward by members of the public

 

·         No items were put forward by members of the public

 

4.         To approve the minutes of the previous meetings

 

·         It was proposed and seconded that the minutes of the 8th February 2021 be approved and signed.  All in favour.

 

 

5. Future Dates of Parish Council Meetings for 2021/22

To receive a report from VI/JG regarding future Parish Council meetings and to agree dates as per the report sent to councillors.

·         It was proposed and seconded that the Annual Parish Council Meeting will be held remotely on the 4 May 2021 at 7.15p.m.

·         It was proposed and seconded that the provisional date for the Annual Parish Meeting will be the 17th May.  As current legislation stands this meeting will be held in the Village Hall. It was highlighted that should the situation change the date will be reviewed.

 

6.         Councillor’s responsibilities

·         Bradley Freeman and Simon Wood agreed to join the Highways Working Party.  The Trainee Clerk will update the list.

 

7.         Training for new councillors

·         Ubley Parish Council have approached Compton Martin Parish Council to join them in a cost effective remote ALCA training. This to be organised possibly in late March. It was proposed and seconded. All voted in favour.

 

8.         Timetable for the handover from Jane Griffiths to Vesela Ilieva and update on the end of year accounts and audit process.

JG confirmed that she has agreed to remain as Clerk until June 2021.  VI will clerk all future meetings and deal with correspondence and emails.  JG will work on the 2020/21 internal audit and finalise end of year accounts for the year ended 31st March 2021, which will be brought to the 12th April meeting.  She will then arrange the external audit.  Her final meeting will be June when the external audit is present to the parish council for approval and signing by the Chairman.

JG and VI will continue to work on agendas together and JG will be able to assist with the Annual Parish Council Meeting in May, and the Annual Parish Meeting.

 

9.         To receive an update on the transfer of banking facilities from NatWest to Unity Trust Bank and to confirm the final transfer of funds from NatWest to Unity Bank. 

JG confirmed that there are now three councillors who are signatories to the Unity Trust Bank Account.  The next step is to transfer all parish council monies from the NatWest Bank account to the Unity Trust Bank Account and close the NatWest account.  Once this is complete VI will be added to the Unity Trust Bank Account as Clerk and will have the ability to look at bank statements for bank reconciliations, set up payments each month, for two signatories to then authorise those payments once the parish council has approved them at a formal meeting.  When this is running smoothly, JG will be removed from the Unity Trust Bank Account as Clerk.

 

 

It was proposed and seconded that the Clerk arrange for

1.      The transfer of all parish council monies from NatWest to Unity Trust Bank

2.      Close the NatWest Account at the end of the financial year,

3.      Arrange for VI to be placed on the Unity Trust Bank

4.      When this has been completed successfully, JG to be removed from the Unity Trust Bank.

All in favour.

 

 

10        Finance and Payments

 

1.      To receive confirmation that Bank Reconciliations covering April – March 2021 have been signed      

 

JG confirmed that all bank reconciliations had been approved and signed by PS to the end of January 2021.  The bank statements for February are due to be received this week.

 

 

2.      To agree the following payments for March 2021

11.       Correspondence Received

 

·         Mendip Farmers Hunt

A response had been received.  It was proposed and seconded that the Parish Council circulate the letter received from the Mendip Hunt. All in favour.  The Clerk was asked to circulate the letter through the Parish Council email list.

 

12        Weeding of the pond

 

The weed in the pond has increased considerably due to a mild winter.  It was proposed and seconded that arrangements to cut the weed should be put in place as soon as possible. All voted in favour.

 

13.   To receive an update on the possible formation of a Community Speedwatch Scheme for Compton Martin.

 

The Highways working group met on the 26.02.21. It has been agreed to seek volunteers from the village to implement the traffic calming measures. Requests for volunteers will be sent out via the Parish Council email list and in the Link. 

 

14.   To receive further updates regarding:

 

  1. The Climate and Nature Emergency Working Party

Discussion had taken place and it was felt that the current Climate and Nature Emergency Working Party should separate from the Parish Council, giving the opportunity to members of this Group to act at a faster pace than the Parish Council is able to do and allowing the group to be more effective and efficient.  Parish Councillors are able to join the group as parishioners.  Compton Martin Parish Council will retain their working party to support the group and liaise with the authorities.  It was therefore proposed and seconded that the Climate and Nature Emergency Group split from the Parish Council Working Party. Terms of Reference will be reviewed for the Parish Council Working Party.  All in favour.

 

Celebrating the arrival of spring and the 2021 Annual Footpath Walk

 

The Spring event will now be the responsibility of the Compton Martin Climate and Nature Emergency Group.

The Annual Parish Footpath Walk will remain the responsibility of the Parish Council with a possible date in late June.

 

  1. The Coronavirus Support Network in Compton Martin

It was reported that the Support Group still operates successfully.

 

 

  1. Parish Councils Airport Association

It was reported that the Parish Council Statement of Objection to the appeal of the planning application of Bristol Airport expansion have been submitted.

 

  1. Highways

A meeting with the B&NES Highways Inspector had taken place in early March, and it was confirmed that the gullies in the village will be cleaned in the next month.  A number of potholes have been highlighted for repair.    Discussions took place regarding flooding on Coombe View.  Photographs of the flooding will be sent to B&NES.

 

  1. To receive an update regarding the painting of the Village Pump

The painting of the pump had started and it is expected that the work will be completed by the end of March.  The contractor will provide the parish council with an invoice for payment for the April meeting.  JG confirmed the B&NES had given the parish council a slight extension of time in which to make payment and to submit a report to B&NES.  

 

  1. To receive an update regarding Coombe View

Six crab apple trees have now been planted and a formal consultation on the rest of the project will be launched, giving parishioners the opportunity to review the plans. 

 

15.       To receive an update regarding the hedge and bank at Mendip Orchard

To consider any response which may have been received from Lisa Bartlett and B&NES regarding this matter.

·         No response had been received from several reminders sent to B&NES regarding this matter.  VP will look into this matter and report back.

 

16.       To consider and comment on the following B&NES Planning Decisions received:

1.      20/03304/FUL – Mr P Durbin, Bickfield Farm, Bickfield Lane – erection of an agricultural building to form a milking parlour complex with associated works. PERMIT

2.      20.03305/FUL – Mr P Durbin, Bickfield Farm – erection of an agricultural building to be used as a collecting yard with associated works.  PERMIT

3.      20/03264/FUL – Mr P Durbin, Bickfield Farm, erection of an agricultural building to be used as a calving yard with associated works. PERMIT

4.      20/04958/FUL – Denham, Yew Tree Lane, Compton Martin – Erection of a single storey rear extension to single family dwelling house. Mr and Mrs Robert Shore. PERMIT

5.      20/04754/FUL – Laurel Cottage, The Coombe, Compton Martin – Enlargement of existing garage and erection of reinforced concrete platform over garage, with the possibility of adding a temporary Shepherd’s Hut structure on top.  Mr J Hill. PERMIT

 

 

16.       To consider and comment on the following B&NES Planning Decisions received:

6.      21/00192/TCA – Combe Farm, The Coombe, Compton Martin – Silver Birch T1 – Fell to ground, T2 – fell to ground level mature Silver Birch, T3 reduce overextended limb overhanging the neighbours garden by approximately 1 meter to help lessen wind loading. NO OBJECTION

7.      20/04311/FUL – Orchard Lodge, Highfield Lane, Compton Martin.  Erection of a ground level swimming pool (outdoor and open air) and open sided pool house in the garden.  PENDING

8.      20/04151/FUL – Greenacres Farm, Bristol Road, Compton Martin.  Erection of a building for a garage and an annexe following removal of stables.  (Resubmission) PENDING

9.      20/04854/FUL – Greenacres Poultry Farm, Erection of an agricultural workers dwelling.  Mr T Wood. PENDING

10.  20/04960/FUL – Coombe Lea, The Street, Compton Martin – Addition of first floor to existing bungalow – Luke Woolfenden. PENDING

 

17.     To receive a report from the Planning Working Party and consider their   recommendations regarding the following Planning Applications.

·         21/00355/FUL – The Beeches, The Batch, Compton Martin. Erection of a single storey side extension and installation of 2no Velux to garage roof.  Mr and Mrs S Mabey.

It was proposed and seconded that the Parish Council vote to Support the Application. All agreed. A letter to B&NES Planning Department is attached to these minutes.

 

PS LEFT THE MEETING

 

·         21/00878/TCA- Springfield House, The Street, Compton Martin, Bristol. Proposal: T1 Beech-Crown reduce to previous points, Crown thin by 10-20%, Crown lift by 1.5m.

It was proposed and seconded that the application is supported. All in favour.

To receive an update regarding HELAA Sites

An update from B&NES had been received and circulated to all parish councillors.  B&NES had further confirmed that the Parish Council is not required to assess the new sites put forward by landowners.
