MINUTES OF COMPTON MARTIN PARISH COUNCIL MEETING

HELD ON 13 JANUARY 2020 AT 7.00 P.M.

1.         To receive and accept apologies for absence

It was proposed and seconded that the minutes of the 9 December 2019 will be placed on the February 2020 agenda for approval.

 

5.         Correspondence/Emails/Payments

To consider the donation to the Parish Council of £281.80 received in memory of Rex Chapman

The Chairman will write to Mrs Chapman thanking her for the donation on behalf of Compton Martin Parish Council.

6.         To receive Updates from Working Parties

 

            1. The Pond, including the Pump, Coombe View and The Batch

 

a)      To receive an update regarding the grass cutting arrangements and budget figures for 2020/21.

Two further maintenance companies have approached the council and both these enquiries will be followed up.  It was confirmed that the budget figure for grass cutting for 2020/21 to remain the same.

 

b)     To receive an update regarding the painting of the Village Pump.

Funding of £500 has been confirmed for this project.  The Clerk was asked to email the contractor updating him and to arrange a start date for the works, which will probably be in the spring of 2020.

 

c)      To receive an update on the cutting of the hedge and verge at Leamon Cottage, and to confirm budget figures for 2020/21.

It was agreed there was a need to budget for the whole hedge to be cut by the Parish Council in 2020/21.  Clarification/Agreement to be sought once hedge removed.  Local advice will be sought.

 

d)   To receive an update regarding the treeworks at Coombe View.

A further check has been completed using a cherry picker.  Unfortunately due to the thickness of the bark of the tree, it was not possible to confirm whether bats had been present, and because of this there is a requirement for the Parish Council to seek a Mitigation Licence for Bat from Natural England under health and safety ground.

 

A meeting had taken place with the bat ecologist and the completion of the paperwork to arrange a Mitigation Licence is now underway.  There will be a need to erect bat boxes and the ecologist has been asked to order the appropriate boxes on behalf of the parish council.  Work is scheduled to start in the first week of March 2020.

 

It was proposed and seconded that the Clerk and PS will sign off the documentation in order to speed up the process of gaining the Mitigation Licence.

6.         To receive Updates from Working Parties (Continued)

 

d)   To receive an update regarding the treeworks at Coombe View. (Continued)

 

The Parish Council’s tree surgeon arranged a cherry picker at short notice in order to facilitate the final check.  An invoice for this has been received and it was proposed and seconded that this invoice be paid, and the details placed on the February agenda.  All in favour.

            2. Highways  

·         Receive an update on

 

o   Mendip View

Councillors raised concerns regarding the continuing problems as outlined in previous meetings, and the lack of response to these issues from the developers.  It was proposed and seconded that B&NES Enforcement should be contacted in order to monitor the problems officially. All in favour.

 

o   Other highway issues

None

 

            3. Climate change

·         To confirm the public meeting to be held on the 22 January in the School Room and to consider advertising the event.

 

It was proposed and seconded that the Clerk cancel the booking of the School room for the 22nd January and rearrange for the 4 February.  The Clerk was also asked to reserve space in February edition of The Link for an advertisement.

 

7.         Budget for 2020/21

 

1.      To receive a Payments and Receipts Account to 31 December 2019

2.      To receive and agree any changes to the 2020/21 budget from Working Parties

 

A Payments and Receipts Account to 31st December 2019 was distributed to all councillors, including the draft budget. There were no changes to the 2020/21 budget from Working Parties.

 

3.      To confirm changes to the budget for 2020/21.

 

There were no changes to be made to the budget for 2020/21.

 

8.         2020/21 Budget

 

1.  To formally agree the 2020/21 budget.

 

It was proposed and seconded that the budget for 2020/21 be approved.  All in favour.

 

9.         The Parish Precept for 2020/21

 

  1. To consider the Parish Precept for 2020/21

 

The Parish Precept for 2020/21 was considered.  Councillors agreed there was no necessity to increase the Precept.

 

10.       To formally approve the Parish Precept for 2020/21

                       

It was proposed and seconded and the Precept for 2020/21 remain at £18,000.  All in favour.

 

The Chairman signed the Precept Requirement Form to be sent to B&NES.

 

 

11.       Planning Applications

 

1.         To consider and comment on the following B&NES Planning Decisions received:

     

·         Proposed Diversion of Public Footpaths CL7/9 and CL7/10 – Compton Martin – PENDING

·         19/05034/FUL - Elm Cottage, The Street, Compton Martin – Mr Rupert Robinson – Erection of 1no 4 bed dwelling with double garage and driveway. PERMITTED

·         19/05112/TCA – Feltham Lodge, The Coombe – Mr Bennett - Copper Beech (T1-T2) Crown lift all round to 3.5m.  Remove two low limbs over access to property General Maintenance.  Silver Birch (T4, T5, T6) Crown lift to 2.5m secondary laterals only.  NO OBJECTION

 

2.   To receive a report from the Planning Working Party and consider their recommendations regarding the following Planning Applications.

·         None received

 

12.       CIL Payments

·         It was confirmed that there was nothing further to report.

 

13.       Parish Council Airport Association

a)         To receive an update - 3rd December 2019 – Bristol Airport Community Review

PS attended this meeting organised by Bristol Airport.  Unfortunately they were unable to answer any questions concerning their planning application as this had not been finalised.  PS confirmed he will be attending the PCAA meeting scheduled for the 23rd January 2020.

 

14.       5G Mobile Coverage in Rural Areas

·         To confirm the Parish Council will put this forward as an agenda item for the Parish Liaison Meeting.

As previously agreed the Clerk will put this forward to the ALCA Meeting in early February with a view to this matter being presented to the Parish Liaison  Meeting in March.  All in favour.

 

15.       To receive reports from Councillors who have attended outside meetings and dates of future outside meetings.
