MINUTES OF COMPTON MARTIN ANNUAL PARISH COUNCIL MEETING

HELD ON 5 MAY 2016 AT 7.30 P.M. 
IN COMPTON MARTIN SCHOOL ROOM

1. Election of Officers
 
AJ, Vice Chairman, took the election of Chairman for 2016/17
1. Chairman
It was proposed and seconded that AAP be Chairman of Compton Martin Parish Council for 2016/17.  All in favour.
 
AAP signed the Declaration of Acceptance of Office
 
AAP took over the chairmanship of the meeting 
 
2. Vice Chairman
It was proposed and seconded that there will be two Vice Chairmen to the Parish Council.  It was proposed that AJ continue as Vice Chairman and that CC will also be Vice Chairman.  All in favour.
 
3. Proper Officer and Responsible Financial Officer (Clerk)
It was proposed and seconded that the Clerk continue as the Proper Officer and Responsible Financial Officer.  All in favour.
 
4. Press Representative (Clerk)
It was proposed and seconded that Clerk continue as the Press Representative.  All in favour.
 
5. Procedures Co-Ordinator
It was proposed and seconded that the AJ continue as Procedures Co-Ordinator.  All in favour.
 
6. Compton Martin Village Hall Representative
It was proposed and seconded that the AJ continue as Compton Martin Village Hall Representative.  All in favour.
 
7. Planning Working Party
It was proposed and seconded that RCh, AJ, AAP, ET form the Planning Working Party.  Chairman – AJ - All in favour.
 
 
 
 
 
8. Finance Working Party (Chairman, Vice Chairman and One Other)
It was proposed and seconded that AJ, AAP, JHB form the Finance Working Party.  Chairman – AAP - All in favour.
 
9. Highways Working Party
It was proposed and seconded that JHB, KM, ET form the Highways Working Party.  Chairman - JHB - All in favour.
 
10. Pond Working Party 
It was proposed and seconded that CC, RCh, JHB, form the Pond Working Party.  Chairman – CC - All in favour.
 
11. Combe View/The Batch Working Party
It was proposed and seconded that CC, KM, RCh form the Combe View/The Batch Working Party.  Chairman – ET - All in favour.
 
12. Broadband Working Party
It was proposed and seconded that CC, AJ form the Broadband Working Party.  Chairman – CC - All in favour.
 
13. Fracking and Mendip Hills AONB
It was proposed and seconded that CC continue to keep abreast of Fracking in the Chew Valley area and report back to the Parish Council.  CC will also keep in contact with the Mendip Hills AONB and report back to the Parish Council as needed. All in favour.
 
14 Chew Valley Neighbourhood Plan and Placemaking
It was proposed and seconded that AAP, AJ, CC, ET continue to attend meetings and report back to the Parish Council.   All in favour.
 
15. William Webb Trust (Chairman and Vice Chairman)
The Parish Council’s representatives on the William Webb Trust is automatically the Chairman and Vice Chairman of the Parish Council
16. Internal Auditor – IAC Limited – appointed March 2015
 
2. Receive declaration of interest in the agenda
None
 
3. To receive and accept apologies for absence
Apologies were received and accepted from District Councillor Pritchard
 
4. To approve and sign the minutes of the previous meeting
11th April 2016 – Parish Council Meeting
 
 
5. Councillors of Compton Martin Parish Council to adopt
It was proposed and seconded that the Parish Council adopted the following: All in favour.
 
1. The Code of Conduct
2. Standing Orders  
3. Financial Regulations
4. Protocol on Filming
 
New Documents to be adopted:  
It was proposed and seconded that the Parish Council adopted the following: All in favour.
 
1. Complaints Procedure
2. Data Protection
3. Equal Opportunities
4. Freedom of Information
5. Health and Safety
6. Risk Assessment Schedule 2016/17
 
6. Councillors of Compton Martin Parish Council to adopt the following Terms of Reference for Working Parties
It was proposed and seconded that the Parish Council adopted the following Terms of Reference for Working Parties: All in favour.
 
1. Planning Working Party
2. Finance Working Party
3. Highways Working Party
4. Pond Working Party
5. Combe View/The Batch Working Party
6. Broadband Working Party
7. To confirm:
1. The Clerk’s salary 2016/17 and then onwards
2. The Clerk’s hours
It was proposed and seconded that the Salary for the clerk be placed on spine point 21 for 10 hours per week with effect from 1st April 2016.  The Clerk will record the hours worked and a review of hours will take place in six months.  All in favour.
3. The clerk’s Contract of Employment
It was proposed and seconded that the Contract of Employment to be updated to reflect changes made.  All in favour.
4. The Parish Council’s Disciplinary, Dismissal and Grievance Procedure for staff members.
Parish Councillors received a copy of the The Parish Council’s Disciplinary, Dismissal and Grievance Procedure for staff members.
 
8. To consider Insurance Quotations received for 2016/17 and confirm payment.
It was proposed and seconded that The Finance Working Party recommendations be adopted as follows:
The Parish Council Insurance to be changed to Hiscox Insurance through Came and Company and the Parish Council take advantage of the three year agreement costing £346.75.   A cheque was signed by AAP and AJ.
All in favour.
 
9. Local Councils Award Scheme – Foundation Award 
It was proposed and seconded that Compton Martin Parish Council apply for this award
All in favour.
 
10. Draft Minutes
It was proposed and seconded that draft minutes of Parish Council Meetings be published on the website before approval.  All in favour
 
11. The Annual Return for the Year ended 31 March 2016
It was proposed and seconded that the Annual Return for the year ended 31 March 2016 be signed by the Chairman of the Parish Council.  All in favour.  The Final Income and Expenditure Account for the year ended 31st March 2016 had been circulated.
