MINUTES OF COMPTON MARTIN PARISH COUNCIL MEETING

HELD REMOTELY ON 11 JANUARY 2021 AT 7.15 P.M.

The Chairman opened the meeting by confirming The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 (“the 2020 Regulations”) came into force on the 4 April 2020.

 

The 2020 Regulations enable parish councils to hold remote meetings (including by video and telephone conferencing for a specified period until May 2021)

 

Compton Martin Parish Council will be using ZOOM.

 

1.         To receive and accept apologies for absence

 

·         All Councillors were present  

           

2.         Receive declarations of interest in the agenda

 

·         Councillor Shipman declared an interest in Agenda Item 18.2 – Laurel Cottage, The Coombe.

 

3.         To consider items put forward by members of the public

 

·         The Mendip Hunt

Emails from parishioners regarding the Mendip Hunt’s incursion into Mendip Villas before Christmas had been received. 

It was proposed and seconded that the Parish Council write to the Mendip Hunt expressing the concerns of parishioners and that the Mendip Hunt were banned from land owned by the Parish Council. 

 

A vote was taken and 3 members were for this proposal and 3 members were against.

 

 

3.         To consider items put forward by members of the public

 

·         The Mendip Hunt (Continued)

 

It was further proposed and seconded that the Parish Council write to the Mendip Hunt expressing the concerns of parishioners and the Parish Council and insist on a fulsome apology to all concerned and provide detailed information as to how this would be prevented from happening again in the future.  If this was not received by the February Parish Council meeting the Mendip Hunt would be banned from land in the Parish Councils ownership or control.

 

A vote was taken and 3 members were for this proposal and 3 members were against.

 

The Chairman exercised his casing vote and confirmed that the Parish Council would adopt the second proposal and this matter should be placed on the agenda for the 8th February.  If a fulsome apology is not received by both the Parish Council and the residents of Mendip Villas and information provided as to this would be prevented from happening in the future, the Parish Council would ban the Mendip Hunt from land in their ownership or control.  All in favour.

 

·         Mendip Orchard, hedge and bank (To be discussed at Agenda Item 17.)

 

4.         To approve the minutes of the previous meetings

·         It was proposed and seconded that the minutes of the meeting date 14 December 2020 be approved and signed.  All in favour.

 

5.         To receive an update on the Ring O Bells Compton Martin to include the Parish Councils proposal to register the Ring O Bells as an Assets of Community Value.

·         The Clerk confirmed that the listing of the Ring of Bells as an Asset of Community Value was expected to be successful.  The decision will be published on the B&NES website on the 12 January 2021. 

 

6.         To receive a report and update regarding the retirement of the Clerk and appointment of a new clerk.

·         The Chairman was pleased to welcome Vesala Iliva to the Parish Council meeting and to confirm her appointment as Clerk to Compton Martin Parish Council when Jane Griffiths retires on the 31st March 2021.

 

7.         To receive an update on the Notice of Vacancy in Office of councillor

·         Interest had been received with regard to this vacancy and this matter will be placed on the agenda for February 2021.

 

8.         Correspondence

 

·         Emails received from parishioners regarding the hedge and bank at Mendip

Orchard.  All emails have been circulated to councillors. To be discussed at Agenda Item 17.

 

9.         Budget for 2021/22

 

1.      To receive a Payments and Receipts Account to 31 December 2020

The Payments and Receipts Account had been circulated and no comments or queries were received.

 

2.      To receive and agree any changes to the 2021/22 budget from Working Parties

There were no changes requested to the 2021/22 budget, which had been discussed on the 14th December 2020.

 

3.      To confirm changes to the budget for 2021/22.

It was confirmed there were no changes to the budget discussed at the 14 December 2020.

 

10.       2021/22 Budget

 

1.  To formally agree the 2021/22 budget.

It was proposed and seconded that Compton Martin Parish Council formally agree the 2021/22 budget.  All in favour.

 

11.       The Parish Precept for 2021/22

 

  1. To consider the Parish Precept for 2021/22

The Parish Precept for 2021/22 was discussed and the Parish Council agreed that the precept should remain at the same level as last year.

 

12.       To formally approve the Parish Precept for 2021/22

 

·         It was proposed and seconded that the Parish Council formally approve the Parish Precept for 2021/22 at £18,000 and the Chairman sign the B&NES Parish Precept Requirements for 2021/22 to that effect.  All in favour.

14.       To receive an update on online banking.

            The application form had been completed and sent off.  The Clerk was expecting to hear from Unity Trust Bank this week.  This item to be placed on the agenda for the February meeting.

 

15.       To receive an update on the possible formation of a Community Speedwatch Scheme for Compton Martin.

No meetings had taken place over the Christmas/New Year period, a meeting was expected to take place in January.  A further member of the parish had agreed to be part of this scheme.  This item to be placed on the agenda for February.

 

16.       To receive further updates regarding:

 

  1. The Climate and Nature Emergency Working Party

·         The first meeting of 2021 will take place this week. 

  1. The Coronavirus Support Network in Compton Martin

·         This Network has continued throughout the Coronavirus pandemic headed by Jean Luckett.  It was agreed confirmation of volunteers were important and to appoint a volunteer for Mendip Orchard.

  1. Parish Councils Airport Association (PCAA)

·         A copy of the PCAA submission had been circulated.

 

  1. To receive an update regarding the painting of the Village Pump

·         Confirmation that the pump will be painted by the deadline had been received.

  1. To receive an update regarding the

·         Treeworks on Coombe View

The chippings will be removed by February.

·         Recent request received from a parishioner regarding the supply of  trees and a bench

No further update regarding the above was available.  This matter to be placed on the agenda for the February meeting.

 

17        To receive an update regarding the hedge and bank at Mendip Orchard

Because the situation had changed immediately after the December meeting a letter from the Parish Council escalating the matter was delayed.  It was agreed the solution currently being provided was unacceptable and as no further movement had taken place, a letter will now be sent to Lisa Bartlett, Director Development & Public Development, B&NES Council.    There was further concern that the hedge may not survive, having been moved.

 

18.       Planning Applications

1.         To consider and comment on the following B&NES Planning Decisions received:

1.      20/03304/FUL – Mr P Durbin, Bickfield Farm, Bickfield Lane – erection of an agricultural building to form a milking parlour complex with associated works. PENDING

2.      20.03305/FUL – Mr P Durbin, Bickfield Farm – erection of an agricultural building to be used as a collecting yard with associated works.  PENDING

3.      20/03264/FUL – Mr P Durbin, Bickfield Farm, erection of an agricultural building to be used as a calving yard with associated works. PENDING

4.      20/04311/FUL – Orchard Lodge, Highfield Lane, Compton Martin.  Erection of a ground level swimming pool (outdoor and open air) and open sided pool house in the garden.  PENDING

 

18.       Planning Applications

1.         To consider and comment on the following B&NES Planning Decisions received:

5.      20/03113/LBA – The Willows, Bickfield Lane, Compton Martin, Bristol – External Works comprising the replacement of windows, front door and patio doors. PENDING

6.      20/04151/FUL – Greenacres Farm, Bristol Road, Compton Martin.  Erection of a building for a garage and an annexe following removal of stables.  (Resubmission) PENDING

 

 

2.   To receive a report from the Planning Working Party and consider their recommendations regarding the following Planning Applications.

 

PS LEFT THE MEETING

  • 20/04754/FULLaurel Cottage, The Coombe, Compton Martin – Enlargement of existing garage and erection of reinforced concrete platform over garage, with the possibility of adding a temporary Shepherd’s Hut structure on top.  Mr J Hill.

Whilst the Parish Council do not have, in principle, any objections to the redevelopment of the garage in question, there are concerns regarding the inaccuracies in the planning application submitted.  It was therefore proposed and seconded that the Parish Council object to this planning application and provide comments.  All in favour.  The letter to the Case Officer is attached to these minutes. 

PS REJOINEDTHE MEETING

 

  • 20/04854/FULGreenacres Poultry Farm, Erection of an agricultural workers dwelling.  Mr T Wood.

It was proposed and seconded that the Parish Council support this planning application in the light of the Parish Council’s comments contained in the letter to the Case Officer.  All in favour.  The letter to the Case Officer is attached to these minutes.

 

3.  Planning Applications received by the Parish Council which will be considered at the 8th

February 2021 Parish Council Meeting.

 

  • 20/04958/FUL – Denham, Yew Tree Lane, Compton Martin – Erection of a single storey rear extension to single family dwelling house. Mr and Mrs Robert Shore. N.B – EXTENSION OF TIME GRANTED
  • 20/04960/FUL – Coombe Lea, The Street, Compton Martin – Addition of first floor to existing bungalow – Luke Woolfenden. N.B – EXTENSION OF TIME GRANTED

 

18.       Planning Applications

            Community Infrastructure Levy (CIL) Payments

The Clerk confirmed that the final CIL payment of £9,003.44 had been received in December 2020.

 

19. Update from District Councillor Victor Pritchard

·         An invitation to all Chew Valley Parish Councils to attend a meeting hosted by Councillor David Wood will be sent out.

·         The approval of funding of the north section of the Chew Valley Recreation Trail

·         B&NES Budget

 

 

20. Date of the next Parish Council Meeting

·         All meetings to be held remotely until further notice.
