MINUTES OF COMPTON MARTIN PARISH COUNCIL MEETING

HELD ON 11 JULY 2016 AT 7.00 P.M.

 The Chairman opened the meeting by welcoming Rosemary Naish, Chairman of Clutton Parish Council to the meeting.

 

 1.         To receive and accept apologies for absence

2.         Receive comments from the public

·         A statement was received from Compton Martin Village Hall detailing the new committee membership.

3.         Receive declarations of interest in the agenda

·         No declarations of interest were received

4.         To approve and sign the minutes of the previous meeting

·         There being no changes suggested by councillors to the minutes requested it was proposed and seconded that the minutes of the 13 June 2016 were approved and signed.   All in favour.

6.         The Village Pump

·         To receive an update on the refurbishment of the Village Pump

There was nothing further to report at this stage. To be placed on the agenda for September 2016.

 

 

7.         Telephone Kiosk

·         To consider correspondence received regarding the telephone kiosk in the centre of Compton Martin.

Correspondence had been circulated to the parish council regarding the telephone kiosk.  Enquiries from BT confirmed that the telephone had not been used in the past 12 months, the kiosk would not now be painted until next year.  It was proposed and seconded that:

The clerk:

1.      Place this item on the agenda for September 2016

2.      Ask KM to canvas opinion from residents of Mendip Villas/Durnhill regarding the need to keep the kiosk with a working phone, and report back in September.

 

8.         To consider a letter from Compton Martin PCC for a grant of £500 towards the cost of the upkeep of the Churchyard and approve payment.

·         It was proposed and seconded that the Parish Council approved the above mentioned grant.  All in favour – AAP/ET to sign the cheque.

 

9.         To consider a letter from Compton Martin Village Hall for a grant of £500 towards the cost of the upkeep of the Amenity Field and approve payment.

·         It was proposed and seconded that the Parish Council approved the above mentioned grant.  All in favour – AAP/ET to sign the cheque. 

10.       Chew Valley Neighbourhood Plan

·         AAP confirmed the consultation period for the plan had now ended.  A meeting will take place on the 18th July.         

 

11.       Planning Applications

            To consider and comment on the following B&NES Planning Decisions received:

16/02210/FUL – Mr and Mrs Payne – Lotts Cottage, The Wrangle – Erection of porch, single storey rear extension and associated alterations – PERMIT

15/05759/FUL – Mr R Curry – Court Farm – Erection of 2no semi-detached dwelling houses in existing car park (resubmission) – PERMIT

           

2.   To receive a report from the Planning Working Party and consider their recommendations regarding the following Planning Applications

1. Mr and Mrs John Reynolds – The Old Rectory, Rectory Lane

16/03096/FUL – Erection of timber garden shed and log store following demolition of existing garden store.

The Planning Working Party had met to consider the above mentioned planning application and it was proposed the Parish Council support this application subject to the finish and materials as detailed in the Listed Building Officer’s comments.  Seconded. All in favour. 

 

2. Mr Tom Wood – Greenacres Farm, Bristol Road. 

16/02783/FUL New access track and widening of existing field access to Greenacres Farm, Bristol Road to serve poultry unit.    

The Planning Working Party had met to consider the above mentioned planning application and it was proposed the Parish Council support this application subject to the Planning Department:

1.      Consider the access to and from the existing field entrance.

2.      Drainage and replacement of hedge

 Seconded. All in favour. 

12.       To receive Updates from Working Parties 

            1. Combe View and The Batch
 To receive an update from the Working Party to confirm the payment of £400 to B Salter for the refurbishment of the benches and notice boards.

The Combe View/Batch Working Party confirmed the refurbishments of the benches and notice board had been successfully completed, and were pleased to propose the payment for the works.  Seconded.  All in favour.

2. The Pond

·         To receive an update from the Working Party and to confirm the following payments for the cutting of the weed and removal of the weed.

o   £400.00 – R Newby – cutting of the weed

o   £150.00 – P.Durbin – disposal of the weed

The cutting and removal of the weed had taken place in June.  The general health of the pond continues to improve.  The Working Party proposed that the payments for cutting the weed and for disposal of weed be made.  Seconded.  All in favour.

3. Highways
     The Clerk was due to meet with the Highways Inspector in the School Room. 

 4. Broadband Working Party

·         The Clerk was asked to re-send the email to residents regarding the checking their Broadband speed and to confirm CC was happy to continue to receive data from them.

·         BT still do not have a price for co-funding. 

13.       To receive reports from Councillors who have attended outside meetings.

            Chew Valley Forum

    • The Police Response Team will now be based in Bath.  Concern was expressed regarding the police house situated in Compton Martin.
    • Concerns were expressed regarding the amount of unregistered cycle meetings taking place in the Chew Valley.  Residents are asked to report any disruption to The Clerk who will forward reports on.
    • A Presentation was received regarding the West of England Devolution – Public consultation is now running until 15th August 2016.  There is a public consultation event taking place at The Library, Chew Valley School, on the 8th August between 6 p.m. and 8.00 p.m. 

14.       Compton Martin Parish Council Facebook Account

·         The Clerk was pleased to confirm that Parish Council Facebook Page was now operating.

15.       To receive an update from District Councillor Victor Pritchard

·         VP was pleased to announce that Primary Care Services had been judged the top in the country.

16.       Future Dates of Meetings (Please Note there is no meeting scheduled for August 2016)

·         12 September 2016 – 7.00 p.m. in the Village Hall
