MINUTES OF COMPTON MARTIN PARISH COUNCIL MEETING

Public Participation Session

 

The Public Participation Session provides an opportunity for members of the public to raise questions about and comment on items on the agenda.  Time for this session is limited to 10 minutes (three minutes per person)

6.         1.1       Compton Martin Parish Council – Annual Return for 31st March 2018

·         To receive a report from the Clerk on the results of the Internal Audit for 2017/18.

The Clerk confirmed that the Annual Internal Audit Report for 2017/18 had been received and signed by IAC Audit and Consultancy Limited. 

           

1.2       Section 1 of the Annual Return for 2017/18 (The Annual Governance Statement)

·         The Parish Council to formally approve Section 1 The Annual Governance Statement for 2017/18.  The Chairman and Clerk to sign.

The Parish Council considered Section 1 of the Annual Governance Statement for 2017/18 to ensure there was a sound system of internal control. It was proposed and seconded that Section 1 of The Annual Governance Statement for 2017/18 be formally approved.  All in favour. The Chairman and Clerk signed.

 

6.         Compton Martin Parish Council – Annual Return for 31st March 2018 (Continued)

 

1.3       Section 2 of the Annual Return for 2017/18 (The Annual Accounting Statements)

·         The Parish Council to formally approve Section 2 of the Annual Accounting Statements for 2017/18.  The Chairman and RFO to sign Section 2.

The Parish Council considered Section 2 of the Annual Accounting Statements for 2017/18. It was proposed and seconded that Section 2 of The Annual Accounting Statements for 2017/18 be formally approved.  All in favour. The Chairman and Clerk/RFO signed.

           

7.         Applications for Annual Grants for 2018/19

 

            It was proposed and seconded that the following Annual Grants be paid in July 2018. All in favour.  The Clerk was asked to place these payments on the July Parish Council agenda.

 

·         Compton Martin Parochial Church Council - £500.00

·         Compton Martin Village Hall - £500.00

           

8.         Chew Valley Community First Responders

It was proposed and seconded that a one off donation of £200.00 towards an extra set of equipment for the volunteer Chew Valley Community First Responders be made. All in favour.  The Clerk was asked to place this payment on the July Parish Council agenda.

 

9.         Herringbone Wall Project

·         To receive an update on the Herringbone Wall Project partially funded by the B&NES Community Funding.

Since the general clear up, weeds are once again appearing. The wall will be sprayed again.  B&NES, as part of their routine verge cutting has cut the bank.  The wall will now be inspected to look at the cost of repairs to the stones.  The Clerk will keep a separate set of accounts relating to the costs of the work which has taken place.  

 

10.       Annual Footpath Walk

·         To receive an update from CC on behalf of ET

Walk Leaders are in place.  Breakfast and lunch will be sold by the Parochial Church Council in aid of the Disabled Access Fund. The Clerk will advertise on Social Media.

 

11.       General Data Protection Regulations

·         To receive an update from the Clerk

The Clerk was pleased to report that the majority of parishioners who were on the Parish Council’s email list to receive agendas and neighbourhood watch/village information have requested to continue to receive information.  The Clerk has produced the required policies which will be put to the Finance Working Party for recommendation to the full parish council in the autumn.

 

12.       Planning Applications

1.         To consider and comment on the following B&NES Planning Decisions received:

  1. 18/01286/FUL – Elm Cottage ,The Street, Compton Martin – Erection of 1no 4 bed bungalow to rear of Elm Cottage, and associated vehicular access, garage and parking (Resubmission) – PERMIT
  2. Public Path Diversion Order made by B&NES on the 3rd May to divert a section of      Public Footpath CL7/31 from a grove of trees and residential garden to  a new line traversing pastureland.

 

2.   To receive a report from the Planning Working Party and consider their recommendations regarding the following Planning Applications.

 

1.   18/02027/FUL – Land between Leamon Cottage and Mendip Villas, The Street, Compton Martin.  The erection of 10no dwelling houses, including access on to The Street, off-street parking and associated soft/hard landscaping.

Applicant: Freemantle Developments (Compton Martin) Limited

 

The Planning Working Party had met in order to produce a recommendation to the full Parish Council Meeting. A letter supporting this planning application was read out and discussed.  An issue regarding CIL payments had been resolved by speaking with the Case Officer.  It was proposed and seconded that the response supporting this application should be approved and sent to B&NES.  All in favour.  The letter is attached to the minutes. 

 

3.   Correspondence regarding Planning Matters and Chew Valley Neighbourhood Plan

1.         Letter from Lisa Bartlett in response to the Chairman’s letter dated 8 March 2018.

                        A response has still to be drafted and sent to Councillors for their approval.

 

2.         Letter sent to the B&NES Planning policy Department on behalf of the 7 parishes involved with the Chew Valley Neighbourhood Plan concerning the CVNP Parking policy dated 30 March 2018.

It was proposed and seconded that all correspondence should be shared with the Steering Group as well as the 6 other Chew Valley Parishes involved with the Chew Valley Neighbourhood Plan. All in favour.

 

13.       HELAA

·         To receive an update from CC on behalf of ET and to confirm the date for a public meeting.

It was proposed and seconded that a public meeting take place to consider HELAA.  ET/CC will lead the meeting.  The meeting will take place on the 25 June at 7.30 in The Village Hall.  A flyer will be delivered to all houses in the parish informing parishioners of the meeting.  Posters, social media will also be used.   All in favour.

 

14.       To receive Updates from Working Parties

            1. Coombe View and The Batch

Both have been cut back.

            2. The Pond

The weed has been cut and the pond will be monitored in order to assess whether a further cut this year is necessary.

            3. Highways   

                        Nothing to report.

4. Broadband Working Party

No formal notification has been received from Gigaclear.  It is not clear when Truespeed will be going live.

 

15.       To receive reports from Councillors who have attended outside meetings and dates of future outside meetings.

·         Chew Valley Neighbourhood Plan Meeting – 21st May 2018

·         Parish Liaison Meeting – 30 May 2018

 

16.       To receive an update from District Councillor Victor Pritchard

·         Report covered Health and Well Being, and the hope of pooling resources.
