1.         To receive and accept apologies for absence

·         Comments received regarding the cutting of verges.

4.         To approve and sign the minutes of the previous meetings

·         There being no changes suggested by councillors to the minutes requested it was proposed and seconded that the following minutes were approved and signed.   All in favour.

6.         The Village Pump

·         Progress whilst slow, is moving forward, with a pump specialist located.  The next stage is to dismantle the pump under the supervision of Mr P Taviner.

 

 

7.         ALCA Representative for the Parish Council

·         It was proposed and seconded that the Chairman and the Clerk will be the Parish Council representatives at ALCA meetings.   All in favour.

 

 

8.         Chew Valley Neighbourhood Plan

            To discuss and consider the following:

·         The first draft of the Chew Valley Neighbourhood Plan is now out for consultation.  All councillors had read the draft Plan and agreed the draft plan was a very sound document.  All councillors returned their completed feedback forms.  It was agreed that there should be a stand at the Village Fete to highlight the importance of the referendum relating to the Chew Valley Neighbourhood Plan.  The draft plan can be found on the Chew Valley Neighbourhood Plan website.  www.cvnp.co.uk.

 

9.         Planning Applications

           

To consider and comment on the following Planning Decisions received:

 16/00348/ful - Feltham Lodge, The Coombe - PERMIT
Confirmation had been received that this planning application was permitted by B&NES.  A long list of conditions had been imposed.  Two important conditions were:
a) An environmental condition relating to the safe removal of the disused fuel tank.
b) So far as existing parking arrangements are concerned, including emergency vehicles, parishioners to work together to resolve the issue.

15/05759/FUL - Court Farm, The Street - To be decided by Development Control Committee, B&NES.

 

9.         Planning Applications (Continued)

2.   To consider and comment on the following Planning Applications

2.1       16/02210/FUL – Mr and Mrs S Payne – Lotts Cottage, The Wrangle.

Erection of a porch, single storey rear extension and associated alterations.

·    The Application had been considered by the Planning Working Party and the checklist completed.  It was proposed and seconded that the Parish Council support this application, but also mention that no consideration has been given to the cumulative development of the site. All in favour.

 

      2.2       16/3150371 – Mr J Mapplethorpe – Enforcement Notice Appeal

·         No comments

10.       To receive Updates from Working Parties

            1. Combe View and The Batch

·         Combe View continued to be cut regularly and the grass was looking in very good condition.  Advice was being sought with regard to the Batch in order to give the wild flowers a chance to re-seed.  Both benches and notice boards will be removed for refurbishment during the week commencing 13 June.

 

 2. The Pond

·         It was proposed and seconded that the weed is cut and removed on the 18th June at the following costs: 

Cutting of the Weed - £400.00

Removing of the Weed - £150.00 

                                    All in favour.

3. Highways

To receive an update from the Working Party

·         Report back on meeting Highways Inspector

The Highways Working Party met with the new Highways Inspector and discussed outstanding issues.  Members then drove him around the village highlighting the issues discussed.

·         Update on Parish Agency Scheme

It was agreed the Finance Working party would look at the Contract relating to this Scheme and bring recommendations to the Full Parish Council.

·         Update on meeting with CURO, Victor Pritchard and Kath Moore regarding Mendip Villas parking.

A meeting had taken place and the Representative from CURO will contact Councillor Pritchard.

 

 

4. Broadband Working Party

·         In order to help build the case for improved Broadband in Compton Martin, parishioners are being asked to carry out several speed checks on their systems at different time of the day.  Details regarding a voucher scheme for those with download speeds of less than 2Mbps was explained.

 

11.       To receive reports from Councillors who have attended outside meetings.

·         Chew Valley Forum – 28 April 2016 - JG       

·         Chew Valley Transport Strategy – 4 May 2016 – Ubley – JG

·         Parish Liaison Meeting – 11 May 2016 – JG and JHB

·         Flood forum

 

 

12.       To consider and agree whether the Parish Council should have a Facebook Account to aid communication with the village.

·         It was proposed and seconded that the Parish Council will set up a Facebook Page and the Clerk will deal with this.  All in favour.

 

 

13.       To receive an update from District Councillor Victor Pritchard

Councillor Pritchard confirmed that the matter of devolution had been discussed at B&NES Full Council and was not well received.  The Leader of Council was instructed to negotiate more favourable deal.  North Somerset had chosen not to participate.

 

14.       Future Dates of Meetings

·         11th July 2016 – Compton Martin Village Hall – 7.00 p.m.

·         No Scheduled Meeting in August

·         12th September 2016 – Compton Martin Village Hall – 7.00 p.m.
