MINUTES OF COMPTON MARTIN PARISH COUNCIL MEETING

HELD ON 11 SEPTEMBER 2017 AT 7.00 P.M.

1.         To receive and accept apologies for absence

·         Apologies received from Councillor Jurkiw due to holiday

·         Apologies received from District Councillor Victor Pritchard

 

CC took the Chair and signed the Declaration of Office

 

2.         Receive comments from the public

            Comments were received regarding

  • The Brook
  • Thanks were extended regarding the cutting of the hedges
  • The Fingerpost and Signage
  • Fly Tipping in Villice Lane

 

3.         Receive declarations of interest in the agenda

·         JHB declared an interest in 10 c) and b) should there be discussion.

 

4.         To approve and sign the minutes of the previous meetings

·         It was proposed and seconded that the minutes of the 10 July 2017 be approved and signed.

5.         Information, Correspondence and Finance

 

            1.1       To receive copies of:

·         Electoral Review of Bath & North East Somerset: Warding Arrangements – consultation closes 2 October 2017.

o   It was proposed and seconded that the Clerk respond on behalf of the Parish Council confirming their wish for the status quo to be maintained.

 

5.         Information, Correspondence and Finance

 

·         West of England Strategy Discussion Paper – consultation period 26 July – 27 September 2017.

o   It was proposed and seconded that the Clerk respond on behalf of the Parish Council confirming the Parish Council felt that the 4 comments made by ALCA are extremely pertinent.  Pointing out that whilst population is city based, a significant area is rural.

 

·         Litter Strategy – Ongoing

 

            1.2       To confirm the following payments and signing of cheques:

It was proposed and seconded that the following payments be approved.  It was further agreed to pay P Havard £275 to cover the cost of maintenance of the Batch and Coombe View.

6.         Compton Martin Parish Council Vacancy

·         To receive an update on the Parish Councillor Vacancy from the Chairman and Vice Chairman.

Paul Shipman had applied for the position of Co-opted parish councillor and it was confirmed that AJ and CC had met with him.  Both AJ and CC wished to recommend, and proposed Paul Shipman as Compton Martin’s co-opted parish councillor. All in favour.  Paul Shipman was confirmed in the post with effect from October 2017.  The Clerk was asked to investigate in-house training and report at the October meeting.

 

7.         Traffic Congestion and reducing the number of large vehicles   

·         To consider correspondence received from Blagdon Parish Council concerning local initiatives to assist with traffic congestion and reducing the number of large vehicles.

It was proposed and seconded that the Clerk place this item on the agenda for discussion at the October meeting.

 

8.         To consider possible uses for the Community Empowerment Fund, previously circulated to councillors in July for consideration.

            It was proposed and seconded that the Clerk put forward the Herringbone Wall between Dukes Farm and Tinkers Lane for a general tidy up.  The Clerk to place this item on the agenda for October and in the meantime the Highways Team to discuss.

 

9.         Chew Valley Neighbourhood Plan

·         To discuss the email from Councillor Liz Richardson regarding a CIL meeting.

It was confirmed that Councillor Richardson had called a Chew Valley Neighbourhood Plan meeting to discuss CIL payments generated from development in the Chew Valley.  Axel Palmer has agreed to Chair the CIL meetings once up and running.  CC unable to attend the Monday meeting, the Clerk was asked to contact AJ to find out his movements. 

Councillors agreed that this payment should be administered centrally

 

10.       Planning Applications

1.         To consider and comment on the following B&NES Planning Decisions received:

a)      17/01412/CLEU - Treetops, Rectory Lane, Compton Martin.  

Use of land as residential, domestic garden curtilage (Certificate of Lawfulness for an existing use). - Lawful

17/02511/FUL – Conversion and part demolition of redundant poultry sheds to form 5 no. dwellings and associated access and landscape works. - WITHDRAWN

c)  St Michael the Archangel Church, Compton Martin

            17/02970/LBA – External Alterations to facilitate creation of new ramped access at the North West churchyard entrance including new level access into the Old Schoolroom through the east elevation. - PERMIT

            17/02969/FUL – Creation of new ramped access at the North West churchyard entrance including new level access into the Old Schoolroom through the east elevation. - PERMIT

 

2.   To receive a report from the Planning Working Party and consider their recommendations regarding the following Planning Applications.

 

      a)   Mr and Mrs Axel Palmer, Combe Farm, The Coombe

17/03652/LBA – External alternations for the replacement of windows on a like for like basis.

 

It was proposed and seconded that the Parish Council support this planning application for replacement windows on a like for like basis. All in favour.

 

11.       To receive Updates from Working Parties

 

            1. Coombe View and The Batch

Coombe View and the Batch had been cut.  The poor state of the railings at the bottom of the ramp was raised and will be looked into for the next meeting.

 

            2. The Pond

Concern was expressed regarding the amount of weed which had re-grown.  Whilst the long leaved weed had come back it was felt to be at a much more acceptable level.  The situation to be monitored.

 

3. Highways  

·         To consider comments regarding the newly refurbished Fingerpost on The Wrangle.

Differing comments have been received regarding the fingerpost.  The fingerpost has been historically restored as required.  The Clerk will be meeting with B&NES Highways to discuss the matter.

 

·         To consider a draft procedure to be followed in the event of Overgrown Vegetation.

It was proposed and seconded that the procedure for dealing with Overgrown Vegetation in the Village be adopted.  To be reviewed at the May 2018 meeting with policies.  The Highways Team will look at the overgrown vegetation in the village and will pass findings to the Clerk.

 

4. Broadband Working Party

·         To receive an update on meetings that have taken place and meeting which are arranged for September.

CC Updated the meeting on both TrueSpeed and Gigaclear announcements and the need to register.

 

5. Footpath Working Party

·         To consider the proposed changes to the Rights of Way network in the parish of Compton Martin.  This concerns the section of public footpath CL7/31 at Treetops, Rectory Lane, Compton Martin.

 

The proposed changes were discussed and it was proposed and seconded that the Parish Council tick the Comment Only and comment as follows:

 

The Parish Council would ask B&NES to take particular note of the comments made by parishioners commenting on these changes.

 

Should a decision be made to re-route a section of CL7/31 then signage must be improved with clear way markers.

 

·         To consider a request from Ubley Parish Council to consider sharing the cost of a spare battery pack.  Approximate cost £100. 

The Clerk was asked to take advice from AED Locator and bring this matter to the October meeting.

 

7. Filming at Bickfield Farm

·         To receive an update. 

There appeared to be no issues relating to the filming.  The company are communicating well and keeping the parish council and residents informed.

 

12        To receive reports from Councillors who have attended outside meetings and dates of future outside meetings.

·         ALCA AGM Saturday 7 October – JG/JHB can attend

·         Flood Rep Meeting – 4 October

           

13.       To receive an update from District Councillor Victor Pritchard
