MINUTES OF COMPTON MARTIN PARISH COUNCIL MEETING

HELD REMOTELY ON 13 JULY 2020 AT 7.15 P.M.

The Chairman opened the meeting by confirming The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 (“the 2020 Regulations”) came into force on the 4 April 2020.

 

The 2020 Regulations enable parish councils to hold remote meetings (including by video and telephone conferencing for a specified period until May 2021)

 

Compton Martin Parish Council will be using ZOOM.

 

1.       To receive and accept apologies for absence

           Apologies were received by Councillor P Walton        

         

2.       Receive declarations of interest in the agenda

          None

 

3.       To consider items put forward by members of the public

          None

 

4.       To approve the minutes of the previous meetings (Minutes to be signed at a later date)

·        It was proposed and seconded that the minutes of the 8 June 2020 Parish Council Meeting be approved and signed at a later date.  All in favour

  

5.       To receive and approve recommendations from the Finance Working Party.  Recommendations circulated to all councillors:

 

1. Clerk’s Salary for 2020/21 and recommendations regarding advertising the vacancy.

 

It was proposed and seconded that the Parish Council approve recommendations of the Finance Working Party as follows:

1.     Approve the Clerk’s salary and hours for 2020/21 and accepts her offer of remaining on a month by month basis should a suitable replacement not be found.

2.     That a small working party is formed of the Chairman (CC) and Vice Chairman (PS) and the Clerk to cover all points necessary to advertise and recruit.  Working Party to report back at the September meeting.

          2. Application of Grants of £500 to:

         

·        The Village Hall to assist with the maintenance of the Amenity Field

·        The PCC to assist with the maintenance of the Churchyard

 

It was proposed and seconded that the Parish Council approve recommendations of the Finance Working Party as follows:

 

1.     Instruct the Clerk to place a notice on the notice board and parish council website inviting organisations within the parish to apply for a grant of £500.00.  The Clerk to let The PCC and Village Hall know of the invitation.

 

All in favour.

 

3. Internet Banking and signatories to the Parish Council bank account

 

It was proposed and seconded that the Parish Council approve recommendations of the Finance Working Party as follows:

 

1.     Approve the need to move to online banking.  Instruct the Clerk to apply for online banking with NatWest during August of this.  Councillor Livingstone to assist.  The current control over funds to continue.

4. To approve the

·        Parish Council Risk Assessment

·        Parish Council Asset Register

 

It was proposed and seconded that the Parish Council approve recommendations of the Finance Working Party as follows:

 

1    Write Off three benches, two in storage and one which has been removed from Coombe

       View.

2.     Remove the Notice Board that is placed in Mendip Villas.  Email, and place notice on the notice board and website informing residents of the parish council’s intention to remove this notice board and ask for comments.

3.     Approve the Risk Assessment and Asset Register dated July 2020.

6.       Compton Martin Parish Council – Annual Return for 31st March 2020

1.1 To receive a

A written report on the results of the Internal Audit for 2019/20.

2019/2020 - Payments and Receipts

2020/2021 – Agreed Budget (January 2020)

2020/2021 - Payments and Receipts as at June 2020  

 

It was proposed and seconded that

 

1.     The Parish Council confirm the comments made by the internal auditor are noted

2.     The bank reconciliations for March, April and May 2020 have been approved by the Chairman

3.     The Payments and Receipts Account for 2019/2020 are approved

4.     There is a legal requirement for an External Audit

5.     The Budget for 2020/21 agreed in January 2020

6.     The Parish Council received the Payments and Receipts Account 1 April 2020 to 30 June 2020.

7.     The Parish Council noted The exercise of public rights as required by the Accounts and Audit Regulations, were completed and displayed on the notice board and on the website during the summer of 2019, covering the accounts for 2018/19 as required, and that the same documentation covering the accounts for 2019/20 are currently on the notice board and on the website.

6.       Compton Martin Parish Council – Annual Return for 31st March 2020 (Continued)

 

 

1.2 Section 1 of the Annual Return for 2019/2020 (The Annual Governance Statement)

The Parish Council to formally approve Section 1 The Annual Governance Statement for 2019/2020.  The Chairman and Clerk to Sign.

 

It was proposed and seconded that Section 1 The Annual Governance Statement for 2019/2020 be formally approved and signed.  All in favour

 

1.3 Section 2 of the annual Return for 2019/2020 (The Annual Accounting Statements)

         The Parish Council to formally approve Section 2 of the Annual Accounting

         Statements for 2019/20.  The Chairman and RFO to sign Section 2.

 

          It was proposed and seconded that Section 2 of the annual Accounting Statements for 2019/2020 be formally approved and signed.

8.       To consider the increase in speeding traffic in the village.

The Highways Working party distributed a report regarding their consideration of several options and issues relating to the speed of traffic. The discussions resulted in the working party making the following recommendations to the Parish Council.

1           That the Parish Council writes to BANES recommending consideration for                 traffic calming measures.

2         Although currently speed watch programs are suspended that the Parish                Council writes to Avon & Somerset Police to show an interest in joining the              Chew Valley Speed watch program. In addition, the information from these            checks could be used to support the case for traffic calming initiatives.

Community Speed watch (CSW) is a national initiative where active members of local communities join with the support of the Police to monitor speeds of vehicles using speed detection devices.

Vehicles exceeding the speed limit are referred to the Police with the aim of educating drivers to reduce their speeds. In cases where education is blatantly ignored and evidence of repeat or excessive offences is collated (even across county borders), enforcement and prosecution follow.)

 One particular area of concern is the speed of tractors going through the village therefore we are recommending that the Parish Council writes to the farming community in the area requesting that they ask all the drivers to manage their speed through the village at all times.

  Finally, there has been quite a lot of traffic on social media regarding the speed of traffic. One parishioner in particular has found out that Avon and Somerset Police give out Grants up to £5,000. Having looked at these grants they are quite specific however we may be able to look at them for extra signage etc. The working group however would like to approach the parishioner to see if they would be willing to come onto the highways working group with a view to looking into the grant funding and supporting/engaging with other parishioners.  


I
t was therefore proposed and seconded that:

1)    The Clerk write to B&NES regarding traffic calming measures

2)    The Clerk write to Avon and Somerset Police confirming their interest in the Chew Valley Neighbourhood Speed Watch Programme.

3)    The Clerk write to the farming community in the area requesting that they ask all the drivers to manage their speed through the village at all times

4)    The Highways Working Party to approach the parishioner who has investigated grants from Avon and Somerset Police in order to bring further information to the Parish Council and to suggest the parishioner is part of the Community Speed Watch team.

 9.       To receive further updates regarding:

 

1.     The cutting of the pond weed

·        Burley Aquatics are scheduling the work on the pond to take place at the end of July/early August.  The cheques for the work will be retained by the Clerk until the work has been completed and signed off.

2.     The Climate and Nature Emergency Working Party

·        Nothing further to report

3.     The Coronavirus Support Network in Compton Martin

·        Nothing further to report

4.     PCAA

·        Nothing further to report

5.     To receive a report and recommendations from the Footpath Walk Working Party regarding a possible Footpath Walk for 2020.

·        The recommendation of the Working Group is that a village walk is organised for late September probably the 26th September subject to government advice not changing and that the Parish Council insurers are happy with the proposals and that the parish council are happy that the Footpath Working Party proceed with the organisation over August period with a full plan being presented to councillors prior to the September meeting, and a formal decision made at the September meeting.

 

It was proposed and seconded that the recommendation of the Footpath Walk Working Party be approved.  All in favour.

 

10.     Planning Applications

 

1.       To consider and comment on the following B&NES Planning Decisions received:

    

·        20/01218/FUL – Greenacres Farm, Bristol Road, Compton Martin, Proposal for a retrospective stable conversion to a garage/granny annex following extant planning permission re 04/00747/FUL – Mr Hanna - PENDING CONSIDERATION

 

2.  To receive a report from the Planning Working Party and consider their recommendations regarding the following Planning Applications.

 

·        None received at the time of publishing the agenda
